Rare problem found in particular Laptops .
Ensure all your drivers and OS is updated
In my case this problem is created when attempting to join or register a device in Azure AD 365 app
Possible Resolutions ( For me it worked the Number 3 )
1.Clear TPM using TPM.mSC ( run as admin)
Press Action → Clear TPM
2.Clear TPM using Troubleshoot In Device Security
To work around this problem, set the value of the ProtectionPolicy registry entry to 1 to enable local backup of the MasterKey instead of requiring a RWDC in the following registry subkey:
Now register the device again.
